I learned to do this the hard way: I just sat and concentrated like hell until I got a headache but managed to move it just a bit. Over time I learned to do with with less effort.
The difference was that in the beginning I moved it with my own energy, but later I learned to channel the energy from the universe. Similar to healing where if you use your own energy you can get burned out, but if you use universal energy you become energized and full.
Work with your intention to get it moving.
Fill the wheel with energy.
Then see it having moved.
