Routine? Well, since this is different than physical culture(or slightly different), 30 minutes, 2x day. I myself practice psionic work(psiballs/constucts) and tapping into ethereal energies through creative visualization and brainwave entrainment(or mediation, if you wanna go low tech).
From time to time, I do Chi Kung(3 circle stance)(and sometimes opening microcosmic orbit) and Tai Chi.

For overall powers, I guess you would have to practice general meditation, quiet your mind and focus on gaining the skills you wish to acquire. Feel what it would be like. Actually feel it as it was happening to you in your waking moments.
In the beginning, form the habit of practice, before refinement of thought. Then you should on your way.
If anyone else as better suggestions, please post.

well, Saad7, to be honest, I'm kind of chaotic as far as timetables are concerned so I don't really have a set "routine". I have things I try to do every day like meditate at least 10 minutes a day, and then whatever else I can manage to squeeze in, I try to do.

Sometimes if I know I'll have some free time in my schedule I'll set aside some time to work on projects I've been meaning to do.

I guess the only thing I can say is as far as developing overall powers, ask yourself if you really want it, imagine what it would be like on a realistic level and see if it would it better your life, and how it would better your life, and if it doesn't do anything for you, move on to something else, if it will help you, then remind yourself of your motivation from time to time so you make the time to practice what you're trying to develop. Also, you don't have to develop overall, everything that you can think of, because maybe not all things will help better you're life - just work on what's right for you, or one thing at a time, because if you're good at one thing you'll be more confident on something else.

That's my story and I'm sticking to it. I could be wrong.

I have practiced. . . umm. . . I'm not sure what to call it, really, but it was a card game of sorts that I used to be fairly good at. I haven't played in a while, though. Here's how it works:
1)Take a deck of cards. Normal playing cards should be fine.
2) Shuffle them well.
3) Draw a card. Without looking at it, call a color (red or black).
4) If you called right, put it in one stack. If wrong, put it in a different stack. Repeat.
5) When finished, count the cards in each stack, and get a percentage of right:wrong. If you got many more right than wrong, you've tapped into something useful. If not, keep practicing. My high score is 39 correct, which is 78% (random guesses should give you roughly 50% correct).
6) When satisfied with your progress, move up to calling the suit, then the value (ace, trey, nine, jack, etc.), and finally the value and suit. See how effective you can get.

I haven't played this for a while, though, but try it and see how it works for you.
