I was once at a aunt`s house, I was really young. I went to the backyard, and noticed some water stored in bottles...Coca-Cola 200ml or something like that. The water was turning black and stinky, this is what I tried:

I opened one of the bottles. It was really stinky. I visualized steam coming out of it, and going up high. While I visualized this, I thought about the effects this could have: there would be rain.
I recall it was a sunny,cloudless day, and it was almost impossible that it rained. When I finished this "ritual" (I did it kinda playing, since I really had nothing to do, but at the same time, I really wished that it rained) I just went inside the house and drank some water. I went outside again and when I looked up to the sky it was cloudy. Dark clouds all over the place. Later it rained.

Also, another anecdote, I was in the same place. This time I just closed my eyes and concentrated on black clouds. Again, it was a cloudless day. When I opened my eyes it was cloudy!

Another pull on Fen's idea is to find a small cloud in the sky, and will it to grow larger, and darker. Truely is fun to shape a cloud into something. Instead of finding a something in the shape of a cloud.

Right Zygos! This can also be achieved by throwing Psi/Ki balls specially programmed to the sky or clouds. If you can, try to combine all the techs we`ve posted, for a better effect.
Also,another technique is to enter to a deep state of meditation. Visualize yourslef high above town and then you pull all the clouds to a point. Just like if you were God. If it is possible, try to OBE, which I think will have a bit more effect..
